Hawk Springs

Hawk Springs is a small village conveniently located along U.S. Highway 85.  The state recreation area just southeast of town is a destination for nature lovers and outdoor enthusiasts. The Hawk Springs Reservoir offers up exceptional opportunities for bird watching, boating, fishing and more. This picturesque natural playground attracts visitors from Wyoming and beyond.

Project Description

In 2008, Goshen County received a $300,000 Community Facilities Grant to renovate a former school in the unincorporated community of Hawk Springs, which is located 21 miles south of Torrington. The Hawk Springs Community Building Association (HSCBA) transferred ownership of the facility to the Goshen County Economic Development Corporation (GCEDC). GCEDC, through a development agreement with Goshen County, used grant funds to address HVAC, water well, electrical, plumbing, ADA, asbestos, and site issues. The kitchen has also been remodeled as part of this project. The GCEDC worked with the HSCBA to lease back the facility for a period of four years. The association uses the space for community meetings, educational activities, recreational activities, and fundraising activities.

Project History

The Hawk Springs School was originally built in 1939. In 1968, the local school board deeded the building to the Community Club of Hawk Springs, a local homemakers club. The club deeded the building to the HSCBA, which has maintained and managed the building since the transfer. A lack of heat and drinkable water has severely limited the possible uses and many activities previously held in the building have ceased because of the condition. Some groups still use the facility because of a lack of alternative locations.

Benefits Realized at the End of Construction

The building has contributed to the quality of life in the community by providing a top-notch facility which enhances the area and provides proof that the community of Hawk Springs is alive and well. This is a huge enhancement as compared to the old deteriorating structure in need of paint and windows - features readily discernible from the outside. The greatest benefit has been the community access to a meeting place where there is drinkable water and functioning bathrooms in addition to new appliances and a remodeled kitchen. Groups and individuals are once again able to use the building once water, bathrooms, and heating/cooling systems are available. Many youth events and programs are held such as hunter safety, Head Start, Cub Scouts/Boy Scouts, birthday parties, summer reading and babysitting training. This project complements other development initiatives as it serves as an example of community improvement and adds prestige to the area. The community continues to work on new fundraising opportunities for the facility.
